In the first Presidential Election in 1899 only Pennsylvania and Maryland had a direct statewide election to choose their Presidential Electors. All of Pennsylvania's ten electoral vote and Maryland' six electoral votes were awarded to George Washington.

Virgibia was divided into ten Congressional Districts each district elected their oan  Presidential Elector;

Connrctict,  Georgia, South Carolina's state legislature's appointed their Presidential Electors.

New Hampshire.  Massachusetts and Delaware used a hybrid model appointing some and electing others.

New Jersey's electors were chose by the state's governor and a committee,

Rhode Island; North Carolina and New York did not participate in the election.
